Made me start looking for Region 1 allocations info because I always understood the whole of Region 1 was 144-146 exclusive amateur - including France.

I found this doc : https://www.ecodocdb.dk/download/2ca5fcb...REP025.pdf with reference to 144-146 on page 71.

So is this suggestion amazing - or amusing ??
Given the segment would be heavily used in Europe including by satellites, it does seem ... odd.

Sounds like a thought bubble put up by a bureaucrat in a office somewhere with no real world understanding of communications.

The proposal continues to move forward:

Two Metres: Re-Allocation?

There is concern  understandably  in the amateur community over a French proposal to re-allocate 144  146 MHz to the aeronautical navigation service to accommodate the growing number of aircraft employing new navigation tracking and communication aids.

Here is a brief summary of what and where this proposal is :

The French administration have proposed a new primary allocation to the aeronautical mobile service in 144 to 146 MHz which is the entirety of the amateur two-metre band in ITU Region 1 (Europe, the Mid-East and Africa).

Their proposal was most recently considered at a meeting in Prague of a subcommittee of the Conseil Europeen des Postes et Radiocommunication (CEPT). The CEPT comprises 48 European states.

What is under consideration specifically is that an agenda item to this effect be included for the World Radiocommunication Conference tentatively planned for 2023. The WRC-23 agenda will be decided at the conclusion of the next WRC which begins October 28th in Egypt.

The International Amateur Radio Union was present as an observer at the Prague meeting and energetically opposed the French proposal. In the event, ONLY Germany among the delegates opposed the French proposal.

The issue will now be taken up at a higher level CEPT meeting in August. Belgium has apparently joined Germany in opposition.
Should the number of administrations opposing the French proposal reach eight the proposal will fail to move forward. The IARU and European amateurs are now actively seeking the support of other administrations to oppose this French proposal.
Formally, the proposal is not on the agenda of any other regional groups preparing for WRC-19.

Over in Canada, their RAC has made known to the regulator that they support IARUs opposition to the French proposal and its actions to defend amateur radios worldwide primary allocation and that they would oppose any similar proposal for re-allocation in Region 2 (the Americas).

The Comisin Interamericana de Telecomunicaciones (CITEL) of the Organization of American States will meet in Ottawa mid-August. The IARU will again be an observer and RAC will be represented in the Canadian delegation.

Bryan Rawlings VE3QN told RAC members that this issue is a clear illustration of the importance of amateurs and their national associations being vigilant and taking part in the regional and international regulatory conferences which can determine the fate of our most-cherished amateur bands.
( From: WIA NATIONAL NEWS FOR WEEK COMMENCING JULY 28 2019  )

Netherlands communications regulator, Agentschap Telecom (AT), has given a rather disappointing response to the call by Dutch radio amateurs for the 144-146 MHz band to be protected.

France has submitted a proposal to CEPT for the ITU WRC-23 conference which could see the key amateur band being allocated to the Aeronautical Mobile Service.

The Netherlands national society VERON reports: "In a first response to the letter, Agentschap Telecom indicates that Frances proposal fits in with Dutch frequency policy. The basic principle here is that joint use and shared use of frequency space is encouraged."

"The National Preparation Committee still needs to meet on this to decide on the proposal from France. Agentschap Telecom indicates that it is necessary to take a good look at the actual use and to have insight into the compatibility."

Nice to see that sense prevails. Shows the very important need for AR to continue to fund delegations to important meetings.

Good news and shows that when hostile moves are made to Amateur Radio how important it is to be vigilant.

Had the removal of the lower part of 2M gone ahead who knows what else may have been next. Commercial interests have a lot of money and influence.
