New amateur radio fees<br />
<br />
From 1 September 2024, we will introduce new fees for the following call sign activities:<br />
<br />
Reassigning a: <br />
special event call sign: &#36;34.00 <br />
VK0 and VK9 call sign: &#36;34.00 <br />
contest call sign: &#36;15.00 <br />
Transferring a call sign to another amateur operator: &#36;15.00 <br />
The amateur radio call sign policy and website has been updated to reflect these new charges. Information about how we set fees is in the Fees for service cost recovery implementation statement.<br />

Reassigning call signs<br />
<br />
Special event, contest, VK0 or VK9 call signs have a designated assignment period of 12 months. We will contact you before the expiry to remind you to apply to have the call sign reassigned to you (the fees listed above will apply). If a reassignment application is not made before the expiry date, the call sign will no longer be assigned to you, and will be made available on the call sign register.<br />
<br />
Amateur operators with 2-letter, 3-letter and F-series call signs should reconfirm ongoing use of their call sign every 5 years There is no cost for amateur operators to reconfirm ongoing use of their 2-letter, 3-letter and F-series call signs. <br />
<br />
We encourage amateur operators to log into ACMA Assist to reconfirm their call sign, or apply to transfer or reassign call signs.<br />
<br />
<br />
Update to the amateur operating procedures<br />
<br />
Following feedback, we have made a minor change to the Amateur radio operating procedures to clarify that communications established with another station is also referred to as a ‘series of transmissions’.]]></description>

New amateur radio arrangements have begun <br />
In December 2023, we announced new arrangements for amateur radio, including the upcoming Radiocommunications (Amateur Stations) Class Licence 2023 (the class licence).<br />
<br />
The class licence has now commenced. It means qualified amateur operators can operate foundation, standard or advanced amateur stations without needing to apply for an individual licence or pay any fees.<br />
<br />
Alongside the class licence, there are new arrangements for qualifications, examination assessors, call signs and overseas visiting amateurs.<br />
<br />
Around 180 accredited assessors are ready to conduct and assess amateur radio examinations. We have also opened applications to become an accredited assessor. The Accredited Assessor Guidelines have been updated, providing more detail about the accreditation requirements for applicants from New South Wales.<br />

<span style="font-weight: bold;" class="mycode_b">ACMA makes new amateur radio arrangements, including class licence </span><br />
<br />
The ACMA has put in place new arrangements for amateur radio. These include changes to licensing, qualifications, call signs, charges, examination assessors and overseas visiting amateurs.<br />
<br />
The arrangements preserve their current operational utility for amateur operators, maintain continuity of amateur qualification and call sign arrangements, and will reduce regulatory burden and minimise licensing costs for amateur radio operators.<br />
<br />
These new arrangements were made following extensive consultation, and careful consideration of comments received in response to numerous reviews and consultations on proposed changes.<br />
<br />
On 19 February 2024, the following aspects of the new arrangements will commence:<br />
<br />
the Radiocommunications (Amateur Stations) Class Licence 2023 (amateur class licence) <br />
revised qualifications framework <br />
new call sign arrangements <br />
ACMA allocating qualification and call sign services <br />
ACMA receiving accredited assessor applications <br />
revised arrangements for overseas visiting amateurs. <br />
The remaining aspects of the new arrangements have commenced. These are the arrangements that allow the ACMA to accredit current Australian Maritime College (AMC) amateur examination assessors with the ACMA. We are working with the AMC assessors to transition them to ACMA arrangements ahead of 19 February 2024, when we will commence administering examination services.<br />

<br />
For most amateur operators, no action is needed to transition to the new arrangements. Upon the commencement of the amateur class licence on 19 February 2024, non-assigned amateur apparatus licensees may wish to surrender their licence, and some will be eligible for a pro-rata refund. In January 2024, we will write to current non-assigned amateur apparatus licensees to outline the transition arrangements as well as confirm their highest qualification level and call sign(s). More details on refund eligibility and the confirmation letters are available on the transition arrangements webpage.<br />
<br />
The ACMA has been working closely with the AMC to ensure a smooth transition of qualification and call sign services, which the ACMA will administer from 19 February 2024. Details of AMC cut-off times are outlined on the AMC’s website.<br />

transition arrangements for existing amateur licensees, including <br />
amateur radio clubs, will be published in December 2023. This will <br />
include information on the surrender of amateur licences and eligibility<br />
for a pro-rata refund of the tax paid.  <br />

We have considered the submissions we received in response to our <a href="https://acma.cmail19.com/t/d-l-vhhtduk-iktiejtjy-t/" target="_blank" rel="noopener" class="mycode_url">consultation on the proposed amateur radio qualification and assessor accreditation arrangements</a>. We plan to publish the submissions and our response to them, as well as the outcome of the consultation by mid-December. <br />

<span style="font-weight: bold;" class="mycode_b">Amateur class licensing update </span><br />
We would like to inform you the Australian Maritime College (AMC), has decided not to extend its deed for the provision of amateur licensee services beyond February 2024.<br />
<br />
In light of the AMC’s decision and the planned move to class licensing of amateur services, we have taken the opportunity to review how amateur radio qualifications and call signs can be best supported under a class licence framework.<br />
<br />
<span style="font-weight: bold;" class="mycode_b">Background</span><br />
For some time, the AMC managed several functions on behalf of the ACMA, including conducting amateur radio operator exams, issuing qualifications and recommending call signs for successful candidates to the ACMA.<br />
<br />
However, after examining how to provide the best continuity of service for amateurs, we are proposing an alternative way to deliver these services.<br />
<br />
<span style="font-weight: bold;" class="mycode_b">New, more effective arrangements</span><br />
We will no longer use a deed arrangement to provide amateur radio qualifications and call sign recommendations. Instead, we have decided to update the amateur radio qualification and call sign framework alongside the class licence implementation, and manage some of these services ourselves.<br />
<br />
<span style="font-weight: bold;" class="mycode_b">New accreditation procedures</span><br />
We propose to use the network of voluntary assessors used by the AMC as accredited assessors under a scheme managed by the ACMA. Assessors will be able to conduct theoretical and practical examinations for amateur radio. Qualified and experienced amateur operators will be able to seek ACMA accreditation to conduct amateur radio examinations. As part of this accreditation work, we are:<br />

preparing operational guidelines for accredited assessors <br />
developing examination material <br />
compiling a list of allocated and available call signs to go on our website. <br />
The ACMA will still be responsible for approving the amateur radio syllabi.<br />
<br />
<span style="font-weight: bold;" class="mycode_b">Better alignment of qualification levels</span><br />
The new framework will keep the Foundation, Standard and Advanced qualification levels for amateur radio examinations. This aligns with the qualification levels in the proposed class-licensing arrangements.<br />
<br />
<span style="font-weight: bold;" class="mycode_b">ACMA to issue qualifications and call signs</span><br />

We would like to inform you the Australian Maritime College (AMC), has decided not to extend its deed for the provision of amateur licensee services beyond February 2024.<br />
<br />
In light of the AMC’s decision and the planned move to class licensing of amateur services, we have taken the opportunity to review how amateur radio qualifications and call signs can be best supported under a class licence framework.<br />
<br />
<span style="font-weight: bold;" class="mycode_b">Background</span><br />
For some time, the AMC managed several functions on behalf of the ACMA, including conducting amateur radio operator exams, issuing qualifications and recommending call signs for successful candidates to the ACMA.<br />
<br />
However, after examining how to provide the best continuity of service for amateurs, we are proposing an alternative way to deliver these services.<br />
<br />
<span style="font-weight: bold;" class="mycode_b">New, more effective arrangements</span><br />
We will no longer use a deed arrangement to provide amateur radio qualifications and call sign recommendations. Instead, we have decided to update the amateur radio qualification and call sign framework alongside the class licence implementation, and manage some of these services ourselves.<br />
<br />
<span style="font-weight: bold;" class="mycode_b">New accreditation procedures</span><br />
We propose to use the network of voluntary assessors used by the AMC as accredited assessors under a scheme managed by the ACMA. Assessors will be able to conduct theoretical and practical examinations for amateur radio. Qualified and experienced amateur operators will be able to seek ACMA accreditation to conduct amateur radio examinations. As part of this accreditation work, we are:<br />

preparing operational guidelines for accredited assessors <br />
developing examination material <br />
compiling a list of allocated and available call signs to go on our website. <br />
The ACMA will still be responsible for approving the amateur radio syllabi.<br />
<br />
<span style="font-weight: bold;" class="mycode_b">Better alignment of qualification levels</span><br />
The new framework will keep the Foundation, Standard and Advanced qualification levels for amateur radio examinations. This aligns with the qualification levels in the proposed class-licensing arrangements.<br />

<span style="font-weight: bold;" class="mycode_b">Outcome: Authority assessment of amateur radio regulation</span><br />
<br />
Following representations by some amateur radio licensees, we undertook an assessment of the appropriateness of our regulation of amateur radio. The assessment was overseen by Authority member James Cameron, on behalf of the Authority.<br />
<br />
The Authority, which consists of the Chair and other members, makes the decisions necessary for the regulatory functions of the ACMA. Some of these decision-making functions have been delegated by the Authority to ACMA staff.<br />
<br />
As part of its assessment, the Authority focused on:<br />
<br />
The procurement process, decision making, delegation and contract management arrangements in place under the Deed of Agreement between the ACMA and the University of Tasmania’s Australian Maritime College (AMC). <br />
Regulatory development, including consultation and implementation activities undertaken in relation to services provided under the Deed. <br />
The assessment and associated recommendations, which have been endorsed by the Authority, concluded that the procurement process complied with the Commonwealth Procurement Rules and the related ACMA policy and procedural documentation, the Procurement and Contract Management Guide – Mandatory procedures and responsibilities, and the Procurement and Contracting Management Instruction.<br />
<br />
The assessment found that decisions relating to amateur radio were well reasoned and appropriately informed by the views of the amateur radio community.<br />
<br />
With respect to communication with the amateur community, the assessment concluded that there was scope for improvement. For example, the assessment recommended that, wherever possible, staff consider various strategies for engagement with the amateur radio community on regulatory reforms. To that end, the assessment commended the successful amateur e-bulletin as a way to reach the broader amateur community in addition to the representative bodies.<br />
<br />
The assessment also found that ACMA staff could be more proactive in managing issues under the Deed. ACMA staff will commence formal and regular engagement with the AMC contract manager to discuss performance levels under the Deed. We have written to the AMC requesting disaggregated complaints data and monthly reporting on service level performance commencing from 1 July 2021. These requests are additional to what is required under the Deed.<br />

In addition, the assessment found that greater visibility could be provided to the Authority of activities and decisions in relation to amateur radio matters taken by ACMA staff under delegation.<br />

We are aware of interest in the amateur community for the issue for 2x1 call signs for use in amateur radio contests. The ACMA has discussed arrangements for 2x1 call signs with the Australian Maritime College. The AMC will manage the allocation of the 2x1 contest call signs on behalf of us.<br />
<br />
Amateurs will not be required to obtain a new licence or vary an existing licence to use these call signs. The ACMA and the AMC are seeking the views of the amateur radio community on allocation arrangements for 2x1 call signs. <a href="https://acma.cmail20.com/t/d-l-aliirdl-tlidalhdr-i/" target="_blank" rel="noopener" class="mycode_url">Please complete the ACMA survey</a>, which closes on 31 August 2021.<br />

<span style="font-weight: bold;" class="mycode_b">Outcome: Authority assessment of amateur radio regulation</span><br />
<br />
Following representations by some amateur radio licensees, we undertook an assessment of the appropriateness of our regulation of amateur radio. The assessment was overseen by Authority member James Cameron, on behalf of the Authority.<br />
<br />
The Authority, which consists of the Chair and other members, makes the decisions necessary for the regulatory functions of the ACMA. Some of these decision-making functions have been delegated by the Authority to ACMA staff.<br />
<br />
As part of its assessment, the Authority focused on:<br />

The procurement process, decision making, delegation and contract management arrangements in place under the Deed of Agreement between the ACMA and the University of Tasmania’s Australian Maritime College (AMC). <br />
Regulatory development, including consultation and implementation activities undertaken in relation to services provided under the Deed. <br />
The assessment and associated recommendations, which have been endorsed by the Authority, concluded that the procurement process complied with the Commonwealth Procurement Rules and the related ACMA policy and procedural documentation, the Procurement and Contract Management Guide – Mandatory procedures and responsibilities, and the Procurement and Contracting Management Instruction.<br />

The assessment found that decisions relating to amateur radio were well reasoned and appropriately informed by the views of the amateur radio community.<br />
<br />
With respect to communication with the amateur community, the assessment concluded that there was scope for improvement. For example, the assessment recommended that, wherever possible, staff consider various strategies for engagement with the amateur radio community on regulatory reforms. To that end, the assessment commended the successful amateur e-bulletin as a way to reach the broader amateur community in addition to the representative bodies.<br />
<br />
The assessment also found that ACMA staff could be more proactive in managing issues under the Deed. ACMA staff will commence formal and regular engagement with the AMC contract manager to discuss performance levels under the Deed. We have written to the AMC requesting disaggregated complaints data and monthly reporting on service level performance commencing from 1 July 2021. These requests are additional to what is required under the Deed.<br />

In addition, the assessment found that greater visibility could be provided to the Authority of activities and decisions in relation to amateur radio matters taken by ACMA staff under delegation.<br />

<span style="font-weight: bold;" class="mycode_b">Survey: 2x1 call sign allocation</span><br />

We are aware of interest in the amateur community for the issue for 2x1 call signs for use in amateur radio contests. The ACMA has discussed arrangements for 2x1 call signs with the Australian Maritime College. The AMC will manage the allocation of the 2x1 contest call signs on behalf of us.<br />
<br />
Amateurs will not be required to obtain a new licence or vary an existing licence to use these call signs. The ACMA and the AMC are seeking the views of the amateur radio community on allocation arrangements for 2x1 call signs. <a href="https://acma.cmail20.com/t/d-l-aliirdl-tlidalhdr-i/" target="_blank" rel="noopener" class="mycode_url">Please complete the ACMA survey</a>, which closes on 31 August 2021.<br />
